BACKGROUND 

In 2025, JOSA published a first Technology Facilitated Gender Based Violence Glossary (TFGBV in brief) in Arabic and English. The purpose of the TF GBV glossary is to provide a clear, concise and standardized reference that enables an understanding the terms and concepts related to TF GBV. This glossary includes 178 terminologies and definitions that are divided into 11 categories. 

In this context, legal terms refer to the specific language, definitions, and concepts used in laws and regulations to define and address TF GBV, Technology Facilitated Violence (TFV), and Gender Based Violence (GBV). These legal terms require clarification in order to support consistent understanding, recognition, prevention, and potential enforcement across different jurisdictions and stakeholders 

The stakeholders include, but are not limited to: 

  • Civil society incl. women human rights defenders
  • Professionals and their associations and coalitions incl. journalists and lawyers
  • The National Centre for Human Rights
  • The Jordan National Commission for Women
  • The Media Commission and similar entities
  • The Ministry of Justice and the Ministry of Digital Economy and entities under their tutelage. 

 

OBJECTIVE 

The Consultant is responsible for reviewing and updating the TF GBV Glossary by incorporating relevant legal terminologies and definitions. This will be done through a review of domestic legislation and relevant texts, and international law, as well as consultations with stakeholders, including lawyers and journalists. While the glossary is based on the law, it will also include terms that are based on international concepts.

TASKS & RESPONSIBILITIES

The Legal Consultant will be responsible for the following tasks:

  1. Review and update the existing glossary (terminologies and definitions) to identify current legal-related content, in alignment with Jordanian and international law.
  2. Conduct a desk review to identify additional relevant legal terms and definitions related to TF GBV, aligned with Jordanian and international law.
  3. Develop a focus group discussion guide and conduct two such discussions with key stakeholders, among others with lawyers and journalists, to identify additional terms, review findings, and validate and refine the proposed terminology.
  4. Coordinate work with the Danish Institute for Human Rights (DIHR) and with JOSA, including attend three monthly check-in meetings with the JOSA Programme Officer and Programme Coordinator to discuss progress and next steps.
  5. Submit draft deliverables and incorporate feedback from JOSA in a timely manner. 

The consultant will also be required to address feedback on the following:

  1. Desk review findings and review of the existing glossary.
  2. Focus group discussion guide and questions.
  3. The enhanced TF GBV glossary, including revised legal terminologies and definitions.

 

DELIVERABLES

The Legal Consultant is expected to deliver:

  1. A proposed list of new terminologies and an updates structure (if needed) for the approval of JOSA and DIHR.
  2. A desk review report identifying legal terminologies and definitions relevant to TF GBV, aligned with Jordanian and international laws.
  3. Two completed focus group discussions with key stakeholders.
  4. An enhanced TF GBV glossary (in editable format), including:
    • Clearly defined legal terms.
    • Alignment with relevant legal frameworks.
    • Proper references and citations (with links and/or documents in paper format)

 

DURATION OF CONSULTANCY

This consultancy will take place over a period of three (3) months. 

REPORTING

The Legal Consultant will be reporting directly to the Digital Social Innovation Programme Officer. 

QUALIFICATIONS

  • A degree in Law (required).
  • Familiarity with gender-based violence, digital rights, and technology and human rights (required).
  • Experience in legal research and drafting.
  • Experience working with NGOs, research, or policy-related projects is preferred.
  • Fluency in Arabic and English is required.
